This last one is Mykhailo Poplavsky, a man who thinks Ukrainian hairdressers need a college degree: he has created the Hairdressers' Academy at the Ukrainian National University of Culture, which he heads.
Maybe Poplavsky wanted to make sure that future generations of politicians would be able to have hair as solidny-looking as his. Or maybe he needed a place where he could set his own loyal parikmakher up with a nice sinecure. The possibilities are endless...
