We all understand what the matter is, said Victor Fyodorovych, and explained right away that teachers and mailmen were [...] "not the ones who ordered or organized [falsifications], they [merely carried them out. Right, Andrey Petrovich?" said the former presidential candidate, addressing vice premier Andrey Klyuyev... He said it and laughed loudly. And the audience [started laughing, too], for some reason.
